We know that when we work together, we can successfully campaign for the changes needed to end homelessness for good.

 

Campaigning for change in England

We campaigned to stop the Criminal Justice Bill, which contained legislation that criminalised people sleeping rough. Thanks to our campaigning, and 10,700 supporters who emailed their MP, the Government removed some of the worst parts of the Bill. In the end, the announcement of a General Election stopped the bill going through Parliament. But we continue to call on the new Government to fully repeal the Vagrancy Act, which makes it an offence to sleep rough in England and Wales.

 

Housing (Scotland) Bill

At the end of March 2024, the Scottish Government introduced the Housing (Scotland) Bill, which proposes new duties to prevent homelessness. The proposal includes many changes to the law that we have been campaigning for, including providing support to people at risk of homelessness sooner. We will continue working with the Scottish Government and other organisations to make sure that the Bill becomes an Act, supporting as many people as possible from being forced into homelessness.  

 

Ending homelessness in Wales

Throughout the year we also worked with an Expert Review Panel in Wales to publish a report setting out recommendations for legislative change to the Welsh Government. These included giving more public sector services duties to prevent homelessness.

We also provided support to the Ending Homelessness National Advisory Board, chaired by Matt Downie, which advises on cross government policy responses to preventing and ending homelessness.
