The coronavirus pandemic has reminded all of us how essential a home is to our security and as a base on which to build our lives.

The public health messages to ‘stay at home’, ‘work from home if you can’ and to ‘self-isolate’ all assume that we have a safe and stable home to go to during the emergency. This is not the case for everyone and, at the start of the pandemic, there were many people homeless on the street, in hostels and bed and breakfasts, and sleeping on sofas.

It’s been just over a year since governments, local authorities and partners started extraordinary action to bring thousands of people into safe accommodation, relaxing legal tests and allowing everyone to access support. Some people were offered support for the first time ever or in months, years or even decades.

The last year has shown that with the right measures in place we can tackle and end homelessness. At Crisis we believe there should be no going back on the progress made so far. That’s why in this election we are calling on all parties in Wales to commit to making ending homelessness and helping people into safe and stable housing a priority should they form the next Welsh Government.

During the pandemic we all saw what was possible when the determination, collaboration, and resources were made available for workforces to act and people to access support. Our election manifesto builds on progress in recent years, the shared aspiration to end homelessness in Wales, and the learning and urgency of the coronavirus pandemic.

Nearly 7,000 people were provided with somewhere safe to stay during the pandemic. And with countless others pushed to the brink of homelessness as a result of the pandemic, it is essential that the next Welsh Government acts urgently to put in place the right policies, approaches, and funding to prevent and end homelessness.

We’re calling on political parties to act to ensure that:

• everyone has access to a safe and secure home with the support they need to maintain it.
• where we can’t prevent someone from being pushed into homelessness, they are quickly rehoused with the support they need to leave homelessness.
• that nobody is left without the help they need to end their homelessness because of who they are, where they live, or how they became homeless.
• that all public services in Wales play their part in ending homelessness.

The main political parties have already committed to some steps to tackle homelessness in Wales, which we have summarised below. We look forward to seeing the detail of these commitments in their manifestos in the coming weeks.

Housing Supply
In Wales, there’s an estimated need of 4,000 new social homes for rent every year for the next 15 years for people on low incomes or who have experience of homelessness. Many parties have committed to building more social homes for rent over the next 5 years.

Housing and homelessness support
Many parties have committed to ensuring that people can access housing and homelessness support to prevent them from losing their home. This includes interventions like Housing First, investment in support services, and preventing evictions from the private and social rented housing.

Housing rights
Many parties have outlined commitments to strengthening rights to access housing, including introducing a Right to Adequate Housing into Welsh law and strengthening the rights of people living in the private rented sector.

While we need governments, public services, and charities to take a lead we can all play a part in helping to end homelessness. As we approach the Welsh Parliament/Senedd elections in early May, Crisis asks you to take action today:

Y camau nesaf y mae’n rhaid i Lywodraeth nesaf Cymru eu cymryd i roi diwedd ar ddigartrefedd am byth. Mae’r pandemig coronafeirws wedi ein hatgoffa i gyd o bwysigrwydd cartref i’n diogelwch ac fel sylfaen i adeiladu ein bywydau arni.

Mae pob un o’r negeseuon iechyd cyhoeddus ‘aros gartref’, ‘gweithio gartref os yw’n bosibl’ ac i ‘hunan-ynysu’ yn tybio bod gennym gartref diogel a sefydlog i fynd iddo yn ystod yr argyfwng. Nid yw hyn yn wir i bawb ac, ar ddechrau’r pandemig, roedd llawer o bobl yn ddigartref ar y strydoedd, mewn hosteli ac mewn llety gwely a brecwast, ac yn cysgu ar soffas.

Mae’n ychydig dros flwyddyn ers i lywodraethau, awdurdodau lleol a phartneriaid ddechrau ar gamau gweithredu eithriadol i sicrhau llety diogel i filoedd o bobl, llacio profion cyfreithiol a chaniatáu mynediad at gymorth. Cynigiwyd cymorth i rai pobl am y tro cyntaf erioed neu ers missed, blynyddoedd neu ddegawdau hyd yn oed. Mae’r flwyddyn ddiwethaf wedi dangos, drwy roi’r mesurau cywir ar waith, y gallwn fynd i’r afael â digartrefedd a rhoi diwedd arno yn gyfan gwbl.

Yn Crisis, credwn na ddylid gwrthwneud y cynnydd a wnaed hyd yma. Dyna pam ein bod yn galw ar bob plaid yng Nghymru i wneud ymrwymiad cyn yr etholiadau hyn, i roi diwedd ar ddigartrefedd a sicrhau bod helpu pobl i sicrhau tai diogel a sefydlog yn flaenoriaeth pe byddent yn ffurfio Llywodraeth nesaf Cymru.

Yn ystod y pandemig gwelsom beth oedd yn bosibl ei gyflawni pan fydd penderfyniad, cydweithrediad ac adnoddau ar gael i weithluoedd weithredu ac i bobl gael mynediad at gymorth. Mae ein maniffesto ar gyfer yr etholiadau yn adeiladu ar y cynnydd a wnaed yn y blynyddoedd diwethaf, yr uchelgais a rennir i roi diwedd ar ddigartrefedd yng Nghymru, yr hyn a ddysgwyd yn sgil y pandemig coronafeirws a’r angen brys i weithredu.

Darparwyd rhywle diogel i bron 7,000 o bobl aros yn ystod y pandemig. A gyda nifer ddirifedi o bobl eraill yn cael eu gwthio at ddigartrefedd o ganlyniad i’r pandemig, mae’n hollbwysig bod Llywodraeth nesaf Cymru yn gweithredu ar frys i roi’r polisïau, dulliau gweithredu a’r cyllid cywir ar waith i atal a rhoi diwedd ar ddigartrefedd.

Rydym yn galw ar y pleidiau gwleidyddol i weithredu i sicrhau:

• bod gan bawb fynediad at gartref diogel a sicr gyda’r cymorth sydd ei angen arnynt i’w gynnal
• pan na allwn atal rhywun rhag cael eu gwthio at ddigartrefedd, eu bod yn cael eu hail-gartrefu’n gyflym gyda’r cymorth sydd ei angen arnynt i ddianc digartrefedd
• na fydd unrhyw un mewn sefyllfa lle nad ydynt yn derbyn yr help sydd ei angen arnynt i ddod â’u digartrefedd i ben oherwydd pwy ydyn nhw, ble maent yn byw a pham eu bod yn ddigartref
• bod pob gwasanaeth cyhoeddus yng Nghymru yn cyfrannu i roi diwedd ar ddigartrefedd.

Mae’r prif bleidiau gwleidyddol wedi gwneud ymrwymiad eisoes i rai o’r camau i fynd i’r afael â digartrefedd yng Nghymru, sydd wedi’u crynhoi isod. Edrychwn ymlaen at weld manylion yr ymrwymiadau hynny yn eu maniffestos yn ystod yr wythnosau nesaf.

Cyflenwad Tai

Yng Nghymru, amcangyfrifir bod angen 4,000 o gartrefi cymdeithasol newydd i’w rhentu bob blwyddyn am y 15 mlynedd nesaf ar gyfer pobl ar incwm isel neu sydd â phrofiad o ddigartrefedd. Mae nifer o’r pleidiau wedi gwneud ymrwymiad i adeiladu mwy o gartrefi cymdeithasol i’w rhentu yn y 5 mlynedd nesaf.

Cymorth tai a digartrefedd

Mae nifer o bleidiau wedi ymrwymo i sicrhau y gall pobl gael mynediad at gymorth tai a digartrefedd er mwyn sicrhau nad ydynt yn colli eu cartref. Mae hyn yn cynnwys ymyriadau fel Tai yn Gyntaf, buddsoddi mewn gwasanaethau cymorth ac atal achosion o droi allan o dai preifat a thai rhent cymdeithasol.

Hawliau tai

Mae nifer o bleidiau wedi amlinellu eu hymrwymiadau i atgyfnerthu hawliau i gael mynediad at dai, gan gynnwys cyflwyno Hawl i Dai Digonol ac atgyfnerthu hawliau pobl sy’n byw yn y sector tai rhent cymdeithasol. E

r bod angen i lywodraethau, gwasanaethau cyhoeddus ac elusennau arwain ar hyn, gall pob un ohonom chwarae ein rhan i roi diwedd ar ddigartrefedd. Wrth i ni agosáu at etholiadau’r Senedd ddechrau mis Mai, mae Crisis yn galw arnoch i weithredu heddiw:

1. Darllen ein maniffesto ar gyfer Cymru
Yn seiliedig ar y dystiolaeth o’r hyn a wyddom sy’n gweithio i roi diwedd ar ddigartrefedd, rydym wedi cyflwyno ystod o gamau gweithredu y dylai Llywodraeth nesaf Cymru eu cymryd i atal a rhoi diwedd ar ddigartrefedd ar hyd a lled Cymru yn ein Maniffesto i Roi Diwedd ar Ddigartrefedd. 2. Gwnewch yn siŵr, os ydych yn ddigartref, nad ydych yn ddi-lais
